Foreign Cousute should be left entrely free in respect to the engagement of seamen ou board vessels belonging to the Country which they reprevent, and they think that legislation should be confined to the

engagement of seamen on board British Ships, and perhaps to the ships of Countries

which have no Consular representatur.
